He said the child tested positive on Monday May 11, but that the sibling tested negstive to the virus.
The governor described the situation as "sympathetic" adding that the government of the state are currently grappling with ways of managing the patient's sibling.
In his speech he said;"As of today we have a total of 8 cases three of the cases are very sympathetic because it involves a man and his wife. The man and the wife have 2 little children: one is a year plus the other is three years.
On May 11 one of the kids, the 3 year old tested pisitive, now left with the little child of a year and half and the child is still being breastfeed and doctors have appealed to her parents to isolate her so she does not get infected.
The state government has pledged to cater for the child. We urge her parents to provide a caregiver or we provide one to rake care of her.
"They have however, held onto the child and we view through close circuit television how they pull off her clothes and breastfeed her.
"I want doctors to make inquiries on what to do on the matter and we will do it even by force".
He also added;
"We have tested 818 persons mostly Ebonyi and other states of the south-east and south-south zones and 396 tested negstive while we issued them discharge certificates.
"378 suspected cases which tested negatuve wete treated of other symptoms such as cough and released to go home".
He ended by saying 55 returns from other states were currently being quarantined at the state's main isolation centre in Abakaliki with 34 of them awaiting results of their tests.
